"The Man" is clearly Ed Tracy for taking the time to so eloquently convey to President Bush what many millions of global citizens are thinking: read his letter here. My own letter sent to Congressman Tancredo in August 1999 -- I await but do not expect a reply, and fortunately the DDRD program was not zeroed out after all.
